Forensic DNA Registries Worldwide and in Ukraine: History of Formation and Development Prospects

Abstract

This article purpose is to analyze emergence history, formation and content peculiarities of existing forensic DNA registries in the world and in Ukraine, outline possible development prospects. For achieving this goal, general scientific and special methods of scientific cognition (comparative law, formal law, forecasting, modeling, analysis and synthesis) were used. It was found that history of emergence, formation and specifics of content of forensic DNA registries have their own characteristics in each country and depend on many factors, including power regimes (authoritarianism as, for example, in China), historical past (cultural imprint of dictatorship and distrust of police, as in Portugal), state of human rights protection, etc. Genetic trait databases can be grouped according to various principles, the main ones being: completeness (number of available profiles), inclusion criteria (restrictive or expansive), efficiency coefficient. Formation analysis of Ukrainian DNA identification system indicates gradual transition from separate forensic examinations to centralized system creation, that in its structure and principles is close to European models of average completeness.
