Abstract

The paper explores current issues and main aspects of such an unlawful phenomenon as hooliganism. The author examines its historical development and the problems it creates for modern society. The research aims to identify the factors that contribute to the spread of hooliganism from its inception to the present day. Both legislative and social aspects of hooliganism are considered. This paper explores the changes in the social, cultural and economic spheres that give rise to hooliganism and contribute to its existence in many countries. The research also assesses effectiveness of current legal systems in preventing hooliganism, pointing out important shortcomings and problems in the methods used by the authorities. Socio-economic changes, cultural influences and social perspectives are explored, and a detailed understanding of why hooliganism persists despite legal initiatives to suppress it is provided. This study attempts to bridge the gap between legal concepts and actual implementation by taking an interdisciplinary approach and providing policy suggestions that improve ability of the judicial system to stop hooliganism. Results emphasize the need for improved criminal justice system cooperation, targeted social action and adapted laws, especially for young people considered to be at risk. To achieve the set goal, the following scientific methods were used: analysis, synthesis, statistical analysis, generalization, etc.
